I'm having the same exact problem, and it seems no one here will help. I didn't want to use a credit card, and paypay SAYS you can pay with your bank, but the option isn't there when I go to checkout. Why advertise it when all you can do it use a credit or debit card.
Then yes you should have that option so...
Have you confirmed the bank account with the code sent to your statement?
Does the bank account name match the name in your paypal account?
Have you had any failed bank transfers or negative balances at all recently?
