Upwork to PayPal rejected payment

Hi folks! I've got this message in my transaction history in Upwork "Returned Withdrawal (ref 204985560 Rejected)". So why it was rejected? I saw in forums, people say it should be an issue in Paypal. I have personal account and a verified credit card.

I have the same problem. I contacted with upwork and they told me Paypal refused the withdraw although I have an active account and valid card.
