Updates to Conversion Rates to 3.75% and 3%

I read that the new conversion rates will be going up to 3.75% and 3%. 
For example, I am in the USA and if I purchase a product in Canada, the 3.75% rate would apply. 

Is this correct? 

The update notice says that the 3.75% applies to conversions for products, services and sending money. 

And the 3% applies to anything else. 

Please provide example of "Anything else". 

I am assuming that if I am paying US dollars for a product sold in USA that this transaction will not be affected by the policy change. Is this correct?

good question,what is anything else?

like a refund?

like converting a balance in one currency to another?

say you sell and collect in EU when you are in US,and keep a EU balance,then one day yo want it in US$,YOU PAY 3%???

THAT would be nice,cheaper than paying for conversion for every payment>

if you are in US and buy from US sellers,there is no conversion if you pay in US $

if a Canadian or UK,or Aussie seller list an item on USA site , his item would be  in US $,you pay him in US$,and if he wants Paypal to convert it to his local currency,then he pays conversion fee.
