Unverified Paypal; Cannot link card but was debited

I tried linking my card to Paypal, but there was an error message and I wasn't able to link my card. However, my card was debited an almost P100 ($2.07) amount from Paypal. How did that happen? I wasn't even able to link my card but then they charged me! Help me with this, please. I was supposed to use Paypal as a mode for receiving payment as a freelancer but up until now I can't set up my account and Paypal already debited me T_T How come? Please help. Thank you!!

They debit the card for the confirmation process, any un-used codes/deposits will time out at 30 days and go back to your card.
