Under age run up debt on Paypal

My son run up a debt on Paypal when he was 16 years old of over £1200. He still now only 17 and I have only found out about it when he received a letter from a debt collector. I don't know how he set up the Paypal account (I guess he lied) and also I don't know how Paypal let him run up this debt. It was all used on the Playstation network. A few questions:
a) Can Paypal make him pay it? Or me as his father pay it?
b) Can the debt collectors make him pay up?
c) How can a debt like this be run up? And surely Paypal have been negligent in their actions?
All I want is help on whether he's liable for this and not people telling me I should make him pay etc. I will deal with him myself and that will remain private.

UPDATE - I've just spoken to debt collector who have informed me that they won't be chasing him up for this debt and are returning it to Paypal. If I get an update from them then I will post again.
