Unable to withdraw funds from PayPal to my credit card

Hello, I have confirmed my credit card, yet when I proceed to withdraw funds tab it does. Not proceed, I am unable to withdraw funds from PayPal to my credit card any suggestions

The option to withdraw paypal payments is sadly not available in your country.
The only exception is you can add a U.S bank account to other countries paypal accounts and withdraw. This is because Paypal is a U.S company.
