Unable to withdraw funds from Pay Pal to BPI account. It says that I haven't link any card yet.

Hi,

I am new to Pay Pal. I want to know if it affects the withdrawal process because my account name here in Pay Pal is Maria Sheila Lato and my bank account name is Maria Sheila Raga Lato with my middle name in it. I tried to withdraw funds yesterday but I received an error to contact customer service. Please see the attachment. I also would like to downgrade my account into Personal instead of business. I would appreciate if I could hear from you very soon.
