Unable to transfer funds to Master Debit Card

Hello there, 

It will be my first time to transfer funds to my debit card. 

I already tried converting the amount from USD to PHP (which is PHP is my currency) but I always encounter an error saying "We are unable to process request, try again later etc.."

I will appreciate if you could help me please.
