Unable to transfer from paypal to bank: 'transfer exceeds maximum amount allowed'

Hey,

I'm trying to transfer £20 from my paypal account back to my associated bank account. The account has £20.32 in it. 

I am blocked by the error:
"Your transfer exceeds the maximum amount allowed. See more at paypal.com/fees"

My first instinct was that I was being charged a fee that exceeded £0.32 and was thus asking for money I didn't have. However, when I try to transfer £10, I have the same issue.

The link does not help, and in fact indicates that there is no charge at all.

You’re trying to transfer more than the maximum allowed...i receive this..why????isnt a big amout,is just 124 euros..why cannot transfer it???
