Unable to send or pay to family and friends, only goods and services

I have tried several times to send money via the friends and family so that no charges/ fees will be incurred. It will not allow me to do so, it does not give me the option of friends and family. It will, however, send it straight to goods and services. What should I do? I have searched in the settings of my account and I cannot change it. What should I do?
