Unable to remove a bank account that is no longer active

I have been trying to remove a bank account that is no longer active but I keep getting error message 'Unable to complete this request. Please try again later'. I have tried to contact Paypal support but nothing  but an automated quide through of a procedure which I pretty much know about. And this does not solve ths issue. This seems like a situation for Paypal technical support to fix this on their back end systems.

PayPal's Security System won't allow the removal of financial information if there's been a recent transaction using that account as a payment method or if a transaction using that payment method has a status of Processing. Please log on to your account and check your Activity to see the status of your transactions.
