Unable to link new bank ("We're sorry. We're not able to process your request right now.")

I've been trying to add my (second) bank account to my Paypal account for a few days now, and it always fails with the incredibly helpful error message "We're sorry. We're not able to process your request right now. Please try again later." This is a US bank, that already has a checking account associated with it, and I'm trying to add a second checking account that's at a different credit union (which also works fine with Paypal, as we've got other accounts there). Is there any way to find out what the mystery error is? I see lots of threads where people encountered this error, but they all seem to be more unusual things like linking a debit card from a non-US bank or something, whereas this seems like the single most common scenario possible.
