Unable to link my Visa Card to my Pay Pal Account help needed ASAP

I am trying to link my VISA CARD to my Pay Pal Account so that i can used the account to make Online Purchase's , 

I have been receiving error message , "Unable to process at this moment " "please try again later" 

Can someone please help me.
