Unable to link credit card to PayPal 'We're not able to process your request right now'

Whenever i try to link my Visa card to PayPal it shows this error:

'We're sorry. We're not able to process your request right now. Please try again later.'

From another account the error says this card has already been linked to another PayPal account.

Did my PayPal got bugged? [The card is not visible]

Note: Before this error, i was getting card was declined by issuer bank
