I'm in Estonia and it has been recently added as a supported country to link banks with. I am 18 years of age and was 18 when I created my paypal account. My address has not changed and it's accurate. But the error message just keeps on saying "We're sorry. We're not able to process your request right now. Please try again later." I tried calling support but they are currently inactive. Hope that there is someone that has had this issue as well and could solve it
