Unable to Withdraw money

I've been trying to Withdraw money from my Paypal balance to my Bank Account and I get the error: "Sorry, something’s not right. Please try again later."
I have tried for a week now and always get the same error.

Have you withdrawn funds before?
Are you withdrawing to a bank account or a debit card?
What error message are you getting?
Have you verified / confirmed your bank account?
Are the funds cleared and not pending?
Are the funds in your countries currency?
Is the bank account in exactly the same name as your paypal account name?
Is the billing address of any debit card the same as the address on your paypal account?

Secondly read this new policy as it may be your account is not set up for a balance yet.
