Unable to Link New Account. Can't Access My Funds!

I recently changed bank accounts. I deleted the old one, as per instructions.  When I tried to enter the new one, I stupidly mistyped a number. This seems to have put the whole system in lock-down and now it won't let me enter the new account. Or ANY account. So, funds from recent sales are sitting in my PayPal account and there's no way I can get at them. Can anyone help?  (It's been suggested that I use them for purchases, but that's too complicated and anyway, I should have access to my own money, shouldn't I?)

Further info: I called PayPal twice. They could do nothing, other than suggest I "leave it two days to let the system re-set itself."  I left it ten days. It didn't.
