Unable to Link Credit Card

This is the error I get when i tried to link card, I called the bank and they said they haven't receive any request or response from paypal

"Your card was declined by the issuing bank. Please try a different card or contact your card issuer with questions"

any idea how?

Ring the number on the back of your card and ask your card issuer what the problem is.
