Why carnt i up date card details and add bank account

You may not need to update expiring cards, see link.

As for bank account then you should be able to add a UK bank account to a UK paypal account as long as it has not been added to 3 paypal accounts beforehand AND is in your own name AND is not linked to someone elses paypal account.
