US PayPal with Foreign Bank Account

I have a US bank account and travel often to Serbia.  Is there any way I can link my US PayPal with a Serbian bank?  (I know this was asked before, but it was 8 years ago, so I'm wondering if anything has changed).

No but...

you are allowed x2 paypal accounts as long as x1 is personal and the other x1 is business.

So you can open a Serbian paypal account (as long as you have a Serbian addy / phone number etc) and add a U.S bank account to that paypal account.
