Click Send & Request and when you get to the part where you enter the amount to send, right under it has a "change" link if you do not see "Sending to a friend". Otherwise, either PayPal blocked your account from sending personal payment or there is a technical issue of which you need to call PayPal customer service for assistance:
Click HELP at the top menu, scroll down to click CONTACT US, and then scroll down to click CALL US.
