Trouble linking US bank account

I've been trying to link my uncle's US bank account with my paypal and it keeps giving the error "We're sorry. We're not able to process your request at this time. Please try again later"
I badly need to withdraw money from my paypal account. Kindly help

You have to link your own bank account, the name on the bank account and the name on the paypal account needs to match.
