Transferring funds

I tried to make a payment to an out of country source (completely valid, don't worry) with my debit card, but my bank declined the transfer because it's overseas. I tried again just to make sure I had entered my information in correctly, and I got the same message. My bank then called me about suspicious activity on my account, probably because I've made a few big purchases for college and they think it's fishy.

 

Anyway, I have severe social phobia and talking to them on the phone is almost impossible for me. It's honestly my last resort. I was wondering if transferring the money I need to my PayPal account and paying that way would work? Or if the payment would still be declined?

Why not just tell your bank to stop declining it and let the payment go through?
