Transferred payment not received

I needed to add a new card to my account so I could transfer money out of my PayPal account. I added my fiancé’s card so that he could receive the money but he hasn’t received it to his card?

Did you confirm the card with the 4 digit code prior to the transfer?

Does your fiance's card have the same billing address as your paypal account?
