Transfer to "family and friends" is declined on recipients end; how to get money back.

I sent money to a family member and they're account shows that they have had an issue with the recent transaction and that they have not received the funds.

 

If my money has not been received and it shows from my account that the money has bent "sent," where is my money? How can I get my money back?

 

I have screenshots for more clarification from both my account (sender) and the family member (recipient)
