Transfer pending a review. For what?

I don't understand why my transfer should be pending? Because I actually needed that money right away. Since I was unable to withdraw the $2500. Instead I was able to withdraw $400 from an ATM and then it told me that I reached my maximum limit. The amount I'm trying to transfer is the amount of the PayPal balance & now I have to wait. I just don't understand. What kind of review does my money have to go through before I can get it? I really really need it as soon as possible to pay a bill but it's PENDING. UNBELIEVABLE.
