Transfer from paypal balance to bank got declined

I transferred my paypal balance to my sister in law bank account but it got declined. The money is not in her bank account and it's not in my account also. There is no clue on what to do next.

I am sorry to know about the withdrawal issue. We always recommend all the customers transfer funds to their cards or bank accounts. When a withdrawal shows completed on our system, it means that the money has been successfully sent. Since the transfer has been failed, the funds would be reversed back to your PayPal account within a couple of days. If you haven't received the funds, I'd recommend reaching out to our Customer Support to research this a bit further. You can reach Customer Support by clicking contact at the bottom of the PayPal website. They're also available through Twitter direct message or Facebook instant message.
