I'm sorry to hear that the withdrawal you're trying to initiate does not work. Declines can happen for multiple reasons. If the problem persists, please contact customer service. Calling is best for troubleshooting. Click Contact at the bottom of the PayPal website, then click Call us, then log in for the number to call.
