Hey, i jusy tried sending money to Russian to a user thag is also using PayPal and a Visa debit car attached. Everything on the account is updated and confirmed i have no idea what regulations the error talks about when i try sending the money. The message says "" Sorry this payment can not be completed due to regulations "" This happens when i try sending it as to a close friend. I sent money to Russia before and this never happened
