Transfer PayPal balance to my Credit/Debit Card

Does anyone know, why know I cannot transfer the PayPal balance to my Credit/Debit card?

When I click on the "Withdraw funds", it directs me to "Transfer to a Bank account" and also there is no my Credit/Debit cards showing on the page.

Is this s system issue?
