Transfer Money to Bank Account

for over a week I have been unable to transfer Money to my bank account.  I get NO errors - When I open the page to Select Transfer From and Transfer to, it just freezes.  Nothing works to Unlock this page.  I must click out and try again.  I have restarted, logged out and logged back in.  The page just Freezes.
