Why can't I transfer funds between my two PayPal accounts? They are both different accounts with two different banks. Do I need to have a different phone number for both as well?
You are "transferring" money by sending a personal payment from one account to another, right? That is the only way to do it. Not by clicking "Transfer Money" button under the PayPal balance.
