Transaction Issue

I have been trying to get help from the help center and I have had no luck. The resolution center keeps saying there is an error on their end when processing my request. There are no agents available via the phone, due to COVID-19. My problem is, I had a transaction go through an old bank account, even though I had a new bank account updated onto my bank statements for my money to be sent to. Obviously, the transaction didn't go through, being that I updated my bank information. In regards to that, Paypal emailed me saying that the funds didn't go through and how they removed the card. I have tried asking different resources under Help, how I can get my refund on the transaction, but none has given me a solution. Help!
