i don't have the option to add my debit card to my account, and i cannot top up my account from my bank account

Hi @ooiyuen322,

The top up feature for PayPal accounts in Malaysia is only available through RHB bank accounts.

If you do have an RHB account — it looks as if right now there is a known issue with top up attempts being unsuccessful.
