To comply with international regulations, this transaction has been declined

Hi, 

 

Have you guys ever encountered this issue before?  Transaction cannot be proceeded due to international regulations.

We are selling home decor at our store, therefore, I don't think it has anything to do with the product I am selling. Meanwhile, everything looks fine from the Shopify admin dashboard, also asked Shopify customer service to check it and they said there is no issue from Shopify setup.

 

It's nearly impossible to reach customer service of PayPal, can anyone who has encountered this issue before let me know how it has been solved at the end?
