The payment from <person> is on hold temporarily

We are new to selling through Paypal, just starting in December 2019.  We are only selling digital / virtual products, and do not ship any items.

 

The first two sales in December 2019 went through as expected and show as Completed in the Paypal transaction list, however, all sales since (in January 2020) show as on hold, and for each transaction, I receive an email entitled “The payment from <person> is on hold temporarily” and which directs me to update the status of the transaction to show it as a virtual product that does not need shipping.  I do this, including the sale date, but the transactions still show as on hold?

 

1) How do I get the transaction to complete?

 

2) Is there a way of setting a default so that Paypal knows the services are virtual and there is nothing to ship, and so I do not need a manual intervention every time?

With payments received for tangible goods Paypal would request valid tracking information confirming the funds have been delivered to the buyer. As they can validate the tracking information online, once it is delivered they can release the funds.

 

As you have received the funds for a service no tracking number is applicable and they would be unable to release these funds any sooner than the 21 days.

 

The buyer may have the option on their account to mark the transaction as delivery/satisfied. If the buyer confirms this by clicking on the "Confirm Receipt" button, the funds may be released to you sooner. This is not always guaranteed.
