My account is temporary limited. I can't withdraw money from my paypal. What should I do?

Go to the Resolution Center to see if there is a case open for the limitation and steps to resolve it.

Or contact customer service for further assistance:

Click HELP at the top menu, scroll down to click CONTACT US, and then scroll down to click CALL US.

Say "Live Agent" to the automated recording.
