Any solutions to the "Sorry, we can’t complete your purchase at this time" problem?
I tried updating and verifying everything already.
The company I am trying to send money to (through online transaction) is Russian.
Any help welcome.
What currency are you sending?
Can his paypal account accept that currency?
How are you funding that payment which option?
I'm trying to send USD and not to his Paypal, through online transaction from my bank account(linked). So I am not sure what their Paypal accepts. I assumed it was the USD to Ruble conversion. If it is that then how can I go through the transaction through Paypal? International payments isn't an option under settings.

If you are not sending to his paypal account then how can you be using paypal?
Are you paying a money request or invoice OR using the send money > goods / services option OR paying via his website?
