Trying to transfer money into my bank account that I got as a birthday gift. I had no problem receiving the money, but once I tried to transfer it, it gives me that error code every time. When I try to send it to someone else, it says payment declined. Help?! No way to use this money! Was gonna use it for vacation but it seems frozen.
