So I sold an item through PayPal for $600, PayPal has my money on HOLD. They first said that it was only going to be on hold until the buyer received the item, The buyer received it yesterday and my money is still on hold...

this is what the email said.

NOTE: Contact the last payer of your account to send in an additional payment of $600 USD so that your account limit can expand and as soon as this is done we will credit your account with a full sum of 1200, when this is done send back $600 to the buyer.

That just doesn't seem legit to me..

Fix what? They are scammers and have no intention of paying you for anything.

Paypal does not work in the way that you have said, the emails were not from paypal but a scammer.

If your funds were on hold as a new seller they would still SHOW in your paypal account but have pending by them.

Sadly if you sent the item, if it wasn't an international sale you may be able to take legal action against them but I suspect it was an international transaction?
