Since PayPal was sued forvholding funds, why is PayPal still doing this?

PayPal has to protect itself from holding the bag as well to ensure the PayPal user community are protected so people don't run off with the money while there are disputes and complaints. If you are eligible for their "Funds Now" program, you can get your funds asap even if there is a dispute going on but it depends on your account history. If you are a business or even a private seller it is best to keep a reasonable rolling PayPal balance to cushion against disputed transactions then PayPal wouldn't need to hold your payments. Get a PayPal debit card so you can use some of your funds. And I have to say, when you develop this behavior with your account it works, you will get your funds no problem.
