Service Payment is On-Hold

I've learned about holds and why Paypal hold payments, but I received a payment in exchange for a SERVICE and not a product, so I can't give any tracking information. I tried confirming the date when the service was completed, however, the website won't let me as they're experiencing "technical difficulties". Is there another way that I can get my payment faster? Paypal is also charging me 7 PHP a day while the money is on hold and I can't bear more charges as every penny counts. I need help. BADLY.

Click add tracking and select a status (Mark as shipped or Order Processed or Service Rendered) from the Order Status menu and then have the buyer confirm it on the PayPal payment on their end.
