I was sending money to a user for a contest that they had won. However, someone else made an account with a similar username to the winner and "scammed" me by pretending to be the winner and I had accidentally sent them the money. Is there a way to recover this amount? I basically sent the money to the wrong email.

Depends HOW you sent it, which paypal option did you use.
