So i tried to send my friend some money from my paypal credit to his phone number, and he didn't recieve a text, but it shows as completed on my end. I checked the number, and it's correct. We've done this many times before and we've never had an issue.

In general, if the transaction is showing as 'Completed' on your side, it means that the transaction was completed correctly. If your counterpart did not receive it, I would recommend asking them to contact us directly.
