Sent a payment to my nephew and it is stuck on “hold” or “pending”

I sent a payment to my nephew. I am from Israel and he is from england. I was already charged for it but he cannot recive it. It remains stuck on hold or pending.

what can I do?

How did you send it, do you have the friends / family option in your country or not?

If not then you would have sent it as goods / services and so paypal would see him as a seller and implement the new seller hold as per link below.
