Sent Invoice. Client Paid. Money on Hold. How does my client confirm the receipt of goods?

He says he can't find the option. Is there a link I can send him? Could there be a reason he's not seeing the button? Any help would be wonderful. Thanks!

PayPal support is useless and cant seem to understand that it is a glitch on their side. Terrible customer assistance. Very unprofessional.
