Why am I not seeing the option to send to family only to pay goods and services?

Hey,

Unfortunately, some countries like India had to stop allowing personal payments to be sent. 

If you’re sending money for a personal payment (such as a gift for a friend or family member), you would need to find another way to pay until PayPal restores personal payments to countries like India.
