Why do I have to add a debit card when sending money from my bank when they have my bank account number

Read the checkout screen carefully, it may be asking for a back up payment method. When you pay with bank account and have credit card as back up, it will still go by bank but it'll turn in to an Instant Payment aka PayPal fronts the funds to the seller or recipient and then wait for your payment to clear your bank.
