Sending money with PayPal balance error

I have money on my balance but when i try to send i get error Sorry, we weren't able to complete your payment at this time. Please try again later. If you continue to encounter problems, please contact customer service.

I have already enough amount of money in my account i just don't know why is that happening

Can you guys help me how to solve it ?
