Please I just created my paypal account, I have verified my email and mobile number.
I was unable to link my debit card because PayPal said it's declined.
I received some amount of money in my paypal account, and I want to send part of it to a another PayPal user but it wasn't going. I cannot send money from my paypal to another PayPal user.
